Kay was born on May 4, 1923 in LaHarpe, Ilinois to Harold and Mamie Shutwell Negley. She married Joseph E. Foster on June 26, 1948. Joe survives. Also surviving is one son, Steven (Aleshia) Foster of Washington; two daughters, Mary Jo (Dennis) Musick of Secor and Pauline Pierson of Morton; two sisters, Clara (Kenneth) Sallee of Hamilton, Illinois and Mildred Turpening of Louisville, Kentucky; nine grandchildren and 11 great grandchildren.
